CAO's Office

The Chief Administrative Officer (CAO) is responsible for the overall administration and operation of Peterborough County and reports to County Council. The CAO is the most senior, non-elected officer for the County and is charged with exercising general control and management of the affairs of the corporation in accordance with County Council direction, the Strategic Plan, and policy.

Peterborough County's Chief Administrative Officer (CAO), Deputy Clerk, and Deputy Treasurer is Sheridan Graham, CMO. She provides leadership and management to the Corporation as well as advice to Council.

Legislative Services

The Legislative Services & Clerk's Department supports County Council, staff, and the public by ensuring that municipal decision-making processes are transparent, accessible, and compliant with legislative requirements. 

Our team provides the administrative and procedural support necessary for County Council and Committee meetings, manages official records, and helps ensure that County business is conducted efficiently and in accordance with municipal legislation and best practices. 

What We Do

We coordinate County Council and Committee meetings, prepare agendas and minutes, provide procedural advice, and support the legislative decision-making process.

Our department provides guidance on municipal legislation, governance practices, by-laws, policies, and procedures to help ensure accountability and effective decision-making.

We maintain and preserve the County's official records, ensuring important information is accurate, accessible, and securely managed.

We are committed to open government by providing public access to Council information, supporting citizen participation, and making information available through the County's CivicWeb portal.

Procurement Services

Procurement Services is responsible for acquiring goods, services, and construction for Peterborough County in a fair, transparent, and cost-effective manner. We help ensure public funds are used responsibly while supporting the County's operational needs and strategic priorities.

Working collaboratively across the organization, Procurement Services manages the procurement process from planning and sourcing through to contract award and administration, ensuring compliance with applicable legislation, trade agreements, County policies, and public sector best practices.

As a high-risk area involving significant public expenditures, contractual obligations, and regulatory requirements, procurement plays an important role in organizational governance and accountability. By aligning with Legislative Services & Risk Management, Procurement Services supports strong oversight, risk mitigation, and responsible stewardship of public resources.

Insurance & Risk Management

Insurance & Risk Management helps Peterborough County identify, assess, and manage risks that may affect the delivery of services, County assets, employees, and the communities we serve. Through proactive planning, risk assessment, and insurance programs, we help safeguard the County from potential losses while supporting informed decision-making and organizational resilience.
