Development Charges

Bylaw No. 2022-35, A by-law of the Corporation of the County of Peterborough to establish Development Charges, was passed on May 2, 2022, under the Development Charges Act, 1997.

Notice of By-law Passage Regarding 2022 Development Charges

The Development Charges Act, 1997, enables a Municipality to pass By-laws for the imposition of Development Charges against development based on current programs and future capital needs. Development charges apply to all land within the County of Peterborough. 

The purpose of Development Charges is to recover costs incurred as a result of the new development by providing a mechanism for collecting funds for growth-related capital costs or improvements.

By passing a By-law under the Development Charges Act, the County may impose a Development Charge for new or expanding development. This charge ensures that funds are available so that existing development does not experience a decreased level of service, and that new development pays for the capital expenditures for which it is responsible. 

The County of Peterborough Development Charges By-law will be effective from May 2, 2022 to April 30, 2027 (will be extended to May 2032). 

Development Charges may be indexed on January 1st of each calendar year in accordance with the Development Charges Act. The current rates, effective as of January 1, 2026, are shown below:

The Non-Residential Development Charge is $50.42 per square metre, with the first 250 square metres exempt. Industrial uses are exempt from Development charges.

Your local Township collects the development charges on behalf of the County.
