Official Plan

The County of Peterborough Official Plan establishes a policy framework to guide the County's future growth and development to the year 2051. 

The Official Plan was adopted by County Council on June 29, 2022 and came into effect on August 4, 2026, following final approval (Notice of Decision) from the Ministry of Municipal Affairs and Housing. A decision is being withheld on portions of the official plan, including Section 4.2.4 Urban Employment Area, Section 4.2.5 Future Development, Section 5.3 Growth Targets, and Section 6.2 Natural Heritage System Approach and Overlay. As well, a decision was withheld on certain lands identified in and around existing settlement areas on land use schedules (Decision). 

The County Official Plan serves as the Official Plan for both the County and seven of its member municipalities. The County Official Plan replaces the former County Official Plan and those of its lower-tier municipalities, save and except for those sections and areas where a decision by the province was withheld. The Township of Cavan Monaghan continues to have its own Official Plan.
