Notice of Complete Application for Plan of Subdivision - File #15T-23001

Take notice that the County of Peterborough has received a complete application for a plan of subdivision in accordance with Sections 51 (17) and 51 (19.1) of the Planning Act.  The application has been assigned file number 15T-23001

Location
key map indicates the location of the lands which are subject of the application.  The lands are located in Lot 19, Concession 19, Harvey Ward, Township of Trent Lakes, and known municipally as 168 County Road 49.

Purpose and Effect of the Application
The purpose and effect of the original subdivision application is permit the development of a 22 unit residential plan of subdivision. It includes blocks for 2 storm water ponds, an open space/environmental  block and two public streets. This portion of the property is designated Hamlet in the Trent Lakes Official Plan which recognizes the proposed form of development.

The application was subsequently revised in May 2024 to permit the development of a 25 unit residential plan of subdivision, containing an open space/wetland block and two public streets. These lands are within the Hamlet designation in the Municipal Official Plan and represent Phase 1 of a 2 phase proposal (phase 2 is proposed immediately north).

In July 2025, the application was revised to permit the development of a 58 unit residential plan of subdivision. This includes:

- 25 lots in Phase 1 on the southerly portion of the site (within the Settlement Area of the County Official Plan and designated Hamlet in the Trent Lakes Official Plan); and

- 33 lots in Phase 2 on the northerly portion of the site (within the Rural Area of the County Official Plan and designated Rural in the Trent Lakes Official Plan).

Peer review of the supporting documents will be coordinated through the County and Township offices. A public meeting may be scheduled following the completion of the peer review of the supporting documents. 

The Right to Appeal
If a person or public body would otherwise have an ability to appeal the decision of the Council of the County of Peterborough in respect of the proposed plan of subdivision in respect to the proposed  to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the County of Peterborough before the approval authorities give or refuse to give approval to the plan of subdivision, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the County of Peterborough in respect of the proposed plan of subdivision before the approval authorities make a decision regarding the plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

Related Applications

Official Plan and zoning amendment applications have been submitted to the Municipality of Trent Lakes to amend the Official Plan designation and zoning of the property to permit the proposed development 

The County is also in receipt of an application (File no. 15OP-25010) to amend the County Official Plan to permit an expansion of the Settlement Area in order to accommodate the Phase 2 development.
