Notice of Complete Application for Approval of Official Plan Amendment - File #15OP-25017
Take notice that the Corporation of the County of Peterborough has received a complete application for an Official Plan Amendment in accordance with Section 22(6.4) of the Planning Act. The application has been assigned file number 15OP-25017.
Location
A key map is attached that shows the location of the lands that are subject to the application. The lands are located on Part Lot 3, Concession 9, Douro Ward, Township of Douro-Dummer, and are known municipally as 317 County Road 4.
Purpose and Effect of the Application
The Official Plan currently designates these lands as ‘Rural’, ‘Rural Industrial’, ‘Extractive Industrial’ and ‘Provincially Significant Wetland’. The Official Plan Amendment will have the effect of changing the lands currently designated ‘Rural’ and ‘Extractive Industrial’ to ‘Rural Industrial’ to recognize existing aggregate and building material processing and recycling facility and permit the construction of a new storage building for farm and construction equipment.

- Land Use Compatibility Study, prepared by GHD, dated April 9, 2025;
- Design & Operations Report, prepared by GHD, April 8, 2024;
- Scoped Environmental Impact Study, prepared by GHD, dated May 31, 2024;
- Stormwater Management Report, prepared by Base Tech Consulting Inc., dated April 2024;
- Traffic Brief, prepared by Nextrans Consulting Engineers, dated April 18, 2024;
- Archaeological Assessment Letter, prepared by Past Recovery Archaeological Services, dated November 4, 2025;
- Technical Memorandum from the Ministry of Environment, Conservation, and Parks, dated March 27, 2023; and
- Technical Memorandum from the Ministry of Environment, Conservation, and Parks, dated April 27, 2023.
The Right to Appeal
If a person or public body would otherwise have an ability to appeal the decision of the County of Peterborough to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed official plan is adopted, the person or public body may not be added as a party to the hearing of an appeal before Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
A Public Meeting concerning this application has not yet been scheduled. Such meeting will be scheduled following the completion of the peer review of the supporting documents/studies / plans. A notice will be provided in due course advising the date, time and location of the public meeting.
