Notice of Study Completion - Nichol’s Cove Bridge - Municipal Class Environmental Assessment |
The Corporation of the County of Peterborough has completed a Schedule “B” Municipal Class Environmental Assessment (Class EA) for the contemplated replacement, rehabilitation, retirement, or repurposing of the Nichol’s Cove Bridge (Structure No. 099055), located in the Municipality of Trent Lakes. The Nichol’s Cove Bridge is located on Northern Avenue, approximately 3.35 km south of County Road 36 and 0.1 km east of Kennedy Drive and provides single-lane access over Miskwaa Ziibi River. The superstructure (truss) of Nichol’s Cove Bridge has been in service for ±78 years, beyond its intended design life, and is currently load posted. The load posting limits the types of vehicles that can use the bridge and will continue to depreciate into the future. Recent structural inspections have identified several sources of deterioration which require intervention in the form of major rehabilitation or replacement. The preferred solution, identified through the Class EA process, is replacement of the Nichol’s Cove Bridge. The recommended replacement structure is a single span, single-lane modular bridge structure supported on new concrete abutments. Through the Class EA process, mitigation measures were developed with respect to impact to the natural environment and built heritage. The Class EA Project File will be made available for public comment during the 30-day public review period following the issuing of this Notice of Study Completion on the County’s website at the following link: https://www.ptbocounty.ca/en/living/notices-of-construction.aspx Interested persons may provide written comments to our project team by December 15, 2023. All comments and concerns should be sent directly to the County of Peterborough or its’ Consultant (D.M. Wills Associates Limited) at the following addresses: County of Peterborough or D.M. Wills Associates Limited In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e. requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name. Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request. The request should be sent in writing or by email to: Minister of the Environment, Conservation and Parks and Director, Environmental Assessment Branch Requests should also be copied to the County of Peterborough by mail or by e-mail.
