Notice of Complete Application for Official Plan Amendment and Zoning By-Law Amendment - File #15OP-20003
Take notice that the Corporation of the County of Peterborough has received a complete application for an Official Plan Amendment (OPA) in accordance with Section 22(6.4) of the Planning Act. The application has been assigned file number 15OP-20003.
And take notice that the Corporation of the Township of Douro-Dummer has received a complete application for a Zoning By-Law Amendment (ZBA) in accordance with Section 34(10.4) of the Planning Act. The application has been assigned file number R-02-20.
Public Meeting
A future public meeting will be scheduled on these applications and notification of the public meeting will be provided in accordance with the requirements of the Planning Act.
Location
The subject lands are located at 804 Ironwoods Drive, Dummer Ward, Township of Douro-Dummer. The subject lands were previously used as a nine (9) hole golf course. A key map is provided with this notice which indicates the location of the lands which are the subject of the proposed OPA and ZBA, and a preliminary concept plan of the development is available.
Purpose and Effect of the Applications
The purpose of the applications is to allow for the property to be used as a residential use (i.e. dwelling, garage, etc.).
The subject lands are currently designated a Hamlet Site Specific Special Policy Area and Environmental Constraint Area in the Official Plan and zoned Restricted Open Space-Two (OSR-2), Environmental Conservation (Provincially Significant Wetland), Environmental Conservation (EC) and Restricted Commercial Tourist-Two (CTR-2) in the Township of Douro-Dummer Zoning By-law. The designation and zones do not permit residential uses. The proposed OPA would remove the Hamlet Site Specific Special Policy Area from the subject lands and place it within the Hamlet designation in order to allow for residential development. The proposed ZBA would remove the Restricted Open Space-Two and the Restricted Commercial Tourist-Two areas and rezone them to a Special District (S.D.) Zone to allow for residential development. The portion of the property designated Environmental Constraint Area and zoned (EC(P)) and (EC) will not be changed.

The County and Township have also released a summary of the comments received to date.
The Right to Appeal
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed Official Plan Amendment, or to the Township of Douro-Dummer in respect of the proposed Zoning By-Law Amendment, before the approval authorities give or refuse to give approval to the Official Plan Amendment or Zoning By-Law Amendment, the person or public body is not entitled to appeal the decision of the approval authority to the Local Planning Appeal Tribunal.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed Official Plan Amendment or to the Township of Douro-Dummer in respect of the proposed Zoning By-Law Amendment, before the approval authorities make a decision regarding the amendments, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
