Notice of Complete Application for Approval of a Plan of Subdivision - File #15T-25004
Take Notice that the Corporation of the County of Peterborough has received a complete application for a plan of subdivision, in accordance with Sections 51(17) and (19.1) of the Planning Act. The subject application has been assigned file number: 15T-25004.
Location
A key map below indicates the location of the lands which are subject to the application. The lands are located in Part Lot 13, Concession 6, Cavan Ward, Township of Cavan Monaghan, and are known municipally as 963 County Road 10.
Purpose and Effect of the Application
The purpose of the subdivision application is to create one-hundred-and-fifty-nine (159) new lots intended for residential dwelling units, twenty-eight (28) townhouse blocks, and two (2) multi- residential blocks, for a total of four-hundred-and-eighty-three (483) residential units. In addition to the residential blocks, two (2) “Community Commercial” blocks are being proposed, alongside blocks intended for natural heritage systems, storm water management, and parkland. The subject lands maintain frontage along County Road 10, as well as Fallis Line to the south (unopened) and Larmer Line to the north.
The subject lands are currently designated as Urban Employment, Community Commercial, Natural Linkage Area, and Natural Core Area in the Township Official Plan.

- Functional Servicing Report prepared by Valdor Engineering Inc., dated June 25, 2025.
- Traffic Impact Assessment prepared by Asurza Engineers Ltd., dated June 25, 2025.
- Agricultural Impact Assessment prepared by Clark Consulting Ltd., dated May 9, 2025.
- Stage 1 & 2 Archaeological Assessment (Southern Portion) prepared by AMICK Consultants Ltd., dated January 15, 2024.
- Stage 1 & 2 Archaeological Assessment (Northern Portion) prepared by AMICK Consultants Ltd., dated February 11, 2025.
- Environmental Impact Study (EIS) prepared by GHD Group Ltd., dated August 07, 2025.
The above listed documents are available for viewing on the County website. Peer review of the supporting documents will be coordinated through the County office.
The Right to Appeal
If a person or public body would otherwise have an ability to appeal the decision of the County of Peterborough to the Ontario Land Tribunal but does not make oral submissions at a public meeting, if one is held, or make written submissions to the County of Peterborough in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the plans, the person or public body is not entitled to appeal the decision of the County of Peterborough to the Ontario Land Tribunal.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

This notice is circulated as a requirement of The Planning Act and is intended to provide the public and ministries / agencies with information related to the proposed application, in order to solicit public / agency input. This notice does not infer that the application is approved.
