Notice of Complete Application and Public Meeting for Official Plan Amendment and Zoning Amendment - File #15OP-23006

The County of Peterborough has received a complete application for an Official Plan Amendment in accordance with Section 22(6.4) of the Planning Act. The application has been assigned file number 15OP-23006.

And the Township of North Kawartha has received a complete application for a Zoning By-law Amendment (ZBLA) in accordance with Section 34(10.4) of the Planning Act. The application has been assigned file number ZA-12-23.

Location
key map indicates the location of the lands which are subject to the application. The lands are located on part of Lots 23 & 24, Concession 10 (Chandos Ward) in the Township of North Kawartha, having the municipal address of 14 Bluebird Lane.

Purpose and Effect of the Application
The purpose of the Official Plan Amendment is to permit an exception to the Seasonal Residential designation in order to permit a building addition to the existing recreation dwelling house, having a reduced water yard setback of 16.6 metres. The purpose of the Zoning By-law Amendment is to amend Section 6.2 (k) of the Shoreline Residential (SR) zone to permit a 16.6 metre water yard setback for the recreation dwelling house.

Statutory Public Meeting Information
The Corporation of the Township of North Kawartha will hold a Public Meeting on:

  • Date: Tuesday, December 5, 2023
  • Time: 9:30 a.m.
  • Location: Electronic (Virtual) Hearing to consider the proposed Official Plan and Zoning By-law Amendments under Sections 17 and 34 of The Planning Act, R.S.O., 1990, as amended.


This meeting will be held electronically using Zoom and is open to the public. The zoom invitation will be available on the Township of North Kawartha’s current agenda page.

Any person may attend the public meeting and make written and/or verbal representation either in support of or in opposition to the proposed amendments. Inquiries and written submissions concerning the applications can be made to the County of Peterborough Planning Department or to the Township of North Kawartha.


The Right to Appeal
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed Official Plan Amendment, or to the Township of North Kawartha in respect of the proposed Zoning By-law Amendment, before the approval authorities give or refuse to give approval to the Official Plan and Zoning By-law Amendments, the person or public body is not entitled to appeal the decision of the approval authority to the Ontario Land Tribunal.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed Official Plan Amendment, or to the Township of North Kawartha in respect of the proposed Zoning By-law Amendment, before the approval authorities make a decision regarding the amendments, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

The Official Plan Amendment application and supporting documents are posted online through the links above or at the bottom of this page. The Zoning By-law Amendment application is posed online at the Township’s website. Hard copies and additional information concerning the applications can be obtained by contacting the County of Peterborough or the Township of North Kawartha during regular office hours.

This notice is circulated as a requirement of the Planning Act and is intended to provide the public and ministries / agencies with information related to the proposed amendment, in order to solicit public / agency input. This notice does not infer that the application is approved.
