Notice of Public Meeting for an Official Plan Amendment

Take notice that the Corporation of the County of Peterborough previously provided Notice of Complete Application for an Official Plan Amendment (OPA) in accordance with Section 22(6.4) of the Planning Act, R.S.O. 1990, as amended. The application has been assigned file number 15OP-25009.

And Take notice that the Council of the Township of North Kawartha will hold a public meeting as outlined below to consider the proposed Official Plan Amendment under Section 17 of the Planning Act, R.S.O., 1990 as amended.

Location

A key map is attached which indicates the location of the lands which are subject to the application. The lands are located in Part of Lots 23, 24, 25, Concessions 15 & 16 Burleigh Ward, Township of North Kawartha, and are known municipally as 198 Jack Lake Road.

Purpose and Effect of the Application

The purpose of the application is to amend the severance provisions in the Official Plan in order to facilitate the creation of two new lots by consent (severance). The property has presently met the maximum number of permitted lots based on current Official Plan policy (S.6.1.1(ii)). The site is designated Settlement Area and Rural Area in the County of Peterborough Official Plan.

In support of the application, the following documents were submitted:

• Planning Justification Report, prepared by EcoVue Consulting Services Inc., dated June 23 2025
• Traffic Brief, prepared by EcoVue Consulting, dated May 6, 2025

Related Applications

The County is also in receipt of three consent applications (B-58-25, B-59-25, B-60-25) to permit two new lots and a lot addition.

Statutory Public Meeting Information

The Corporation of the Township of North Kawartha will hold a Public Meeting on Tuesday, November 4, 2025 at 9:30 a.m. to consider the proposed Official Plan Amendment.

The meeting will be held in the Council Chambers of the Municipal Office located at 280 Burleigh St. Apsley, ON.

Participation in the Public Hearing

While the meeting will be held in person, given the ongoing Covid-19 concerns, any person wishing to make written and/or oral submissions either in support of or opposition to the proposal is invited to make arrangements to attend the hearing virtually. In order to make arrangements to attend the virtual hearing please contact the Clerk by email at c.parent@northkawartha.ca no later than 9:00 a.m. on the day of the scheduled public hearing. You will be given guidance and instructions on how to attend via Zoom. It is the responsibility of those interested in attending to have the technology in place to connect to the hearing.

The Right to Appeal

If a person or public body would otherwise have an ability to appeal the decision of the Council of the County of Peterborough in respect of the proposed OPA, to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough or Township of North Kawartha before the approval authorities give or refuse to give approval to the OPA, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed OPA before the approval authorities make a decision regarding the amendments, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
