Notice of Public Meeting for an Official Plan Amendment and Zoning By-law Amendment
Take notice that the Corporation of the County of Peterborough previously provided Notice of Complete Application for an Official Plan Amendment (OPA) in accordance with Section 22(6.4) of the Planning Act, R.S.O. 1990, as amended. The application has been assigned file number 15OP-20003.
And take notice that the Corporation of the Township of Douro-Dummer previously provided Notice of Complete Application for a Zoning By-Law Amendment (ZBA) in accordance with Section 34(10.4) of the Planning Act. The application has been assigned file number R-02-20.
And take notice that the Council of the Township of Douro-Dummer will hold a public meeting as outlined below to consider the proposed Official Plan Amendment under Section 17 of the Planning Act, and to consider the proposed Zoning By-law Amendment under Section 34 of the Planning Act.
Location
The subject lands are located in Part of Lots 10 & 11, Concession 1, Dummer Ward, Township of Douro-Dummer, and are municipally known as 804 Iron Woods Drive. A Key Map is provided with this Notice which indicates the location of the lands subject to the OPA and ZBA.
Purpose and Effect of the Applications
The subject lands were previously used as a nine-hole golf course. The purpose of the applications is to allow for a portion of the property to be developed for residential use (i.e. permanent single detached dwelling) and to allow for a separate portion of the property, including the existing detached storage garage, to be used as a Contractor’s Yard.
The subject lands are currently designated Hamlet Site Specific Special Policy Area and Environmental Constraint Area in the Official Plan, and zoned Restricted Open Space-Two (OSR-2), Restricted Commercial Tourist-Two (CTR-2), Environmental Conservation (EC), and Environmental Conservation Provincially Significant Wetland (EC(P)) in the Township of Douro-Dummer Zoning By-law. The existing designation and zoning do not permit the proposed uses.
The proposed OPA will remove the Hamlet Site Specific Special Policy Area from the subject lands and place a portion of the site within the Hamlet designation to permit the proposed uses. The remaining portion of the site will be designated Environmental Constraint. The portion of the property designated Provincially Significant Wetland is not subject to change.
The proposed ZBA will rezone a portion of the subject property from the OSR-2 Zone to the Hamlet Residential (HR) Zone to permit the construction of a permanent single detached dwelling. A portion of the property currently zoned CTR-2 is proposed to be rezoned to the Special District 266 Holding (S.D. 266(H)) Zone to permit a Contractor’s Yard. The S.D. 266 Zone will also introduce site-specific regulations for the Contractor’s Yard, including reduced lot frontage, reduced interior side and rear yard setbacks, reduced minimum driveway separation from the boundary of a residential zone, and reduced planting strip width along an interior side lot line abutting a residential zone. A Holding Provision (H) will be placed on the S.D. 266 Zone to require that the Owner enter into a Site Plan Agreement with the Township.
Other portions of the property zoned OSR-2 and CTR-2 will be rezoned to the EC Zone to recognize the natural heritage features and natural hazards delineated through the scoped Environmental Impact Study submitted in support of the applications. The portions of the property currently zoned EC and EC(P) are not subject to change.

Statutory Public Meeting Information
The Corporation of the Township of Douro-Dummer will hold a Public Meeting on Tuesday, March 17, 2026, at 5:00 p.m. to consider the proposed Official Plan Amendment and Zoning By-law Amendment.
The meeting will be held in person and electronically (virtual). Any person wishing to make written and/or oral submissions either in support of or opposition to the proposal must contact the Clerk by email at mchaithartwig@dourodummer.ca or call 705-652-8392 ext. 210 no later than 9:00 a.m. on the day of the scheduled public meeting. Please indicate if you wish to attend in person or virtually and you will be provided with the applicable instructions for participation.
If you wish to view the public meeting in real time, but do not wish to speak to the application, the meeting will be hosted on the Township’s YouTube Channel. The meeting will also be recorded and available after the meeting for public viewing on the same platform.
It is the responsibility of the interested members of the public to have technology in place to connect to the meeting.
The Right to Appeal
If a person or public body would otherwise have an ability to appeal the decision of the Township of Douro-Dummer and/or County of Peterborough to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Douro-Dummer or County of Peterborough before the approval authorities give or refuse to give approval to the Official Plan Amendment or Zoning By-law Amendment, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Township of Douro-Dummer and/or County of Peterborough in respect of the proposed Official Plan Amendment or Zoning By-law Amendment before the approval authorities make a decision regarding the amendments, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
