Notice of Complete Application Concerning Proposed Official Plan Amendment File #15OP-26009

Take notice that the Corporation of the County of Peterborough has received an application for an Official Plan Amendment for certain lands situated in Lot 18, Concession 15, Otonabee Ward, Township of Otonabee-South Monaghan, and that the County of Peterborough considers it to be a complete application in accordance with Section 22(6.4) of the Planning Act, R.S.O., 1990, as amended. The application has been assigned file number 15OP-26009.

A related Zoning By-Law Amendment has also been submitted to the Township of Otonabee-South Monaghan.

Public Meeting

A Public Meeting concerning this application has not yet been scheduled. Such meeting will be scheduled following the completion of the peer review of the supporting documents/studies/plans. A notice will be provided in due course advising the date, time and location of the public meeting.

A Key Map is provided below indicating the location of the lands to which the proposed amendment applies.

Purpose and Effect of the Applications

The County Official Plan currently designates these lands as Agricultural. The purpose of the Official Plan Amendment consists of a change of use to permit a concrete forming business to operate from an existing building on the Subject Lands, an addition to the existing structure, as well as minor site alterations.

In support of the application, the following additional materials were submitted:

• Planning Justification Report, prepared by D.M. Wills Associates Limited, dated September 2026;
• Site Plan, prepared by D.M. Wills Associates Limited, dated June 30, 2026;
• Site Entrance Assessment, prepared by D.M. Wills Associates Limited, dated August 25, 2026;
• Agricultural Impact Assessment, prepared by D.M. Wills Associates Limited, dated August 2026; and
• Wastewater Treatment System Performance Evaluation & Capacity Assessment, prepared by Esse Canada, dated July 13, 2026.

The Right to Appeal

If a person or public body would otherwise have an ability to appeal the decision of the County of Peterborough to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
