Notice of Complete Application Concerning Proposed Official Plan Amendment File #15OP-26004

Take notice that the Corporation of the County of Peterborough has received an application for an Official Plan Amendment for certain lands situated in Part Lots 27 & 28, Concession 6, Smith Ward, Township of Selwyn, and that the County of Peterborough considers it to be a complete application in accordance with Section 22(6.4) of the Planning Act, R.S.O., 1990, as amended. The application has been assigned file number 15OP-26004.

A Public Meeting concerning this application has not yet been scheduled. Such meeting will be scheduled following the completion of the peer review of the supporting documents/studies/plans. A notice will be provided in due course advising the date, time and location of the public meeting.

Location

A Key Map is below indicating the location of the lands to which the proposed amendment applies. 

Purpose and Effect of the Applications

The Official Plan currently designates these lands as “Rural”. The purpose of the application is to create a site specific policy within the “Rural” designation that permits the creation of two new lots by consent (severance) on the subject lands. 

In support of the application, the following additional materials were submitted:

  • Concept Plan, prepared by EcoVue Consulting Services Inc., dated March 25, 2024;
  • Planning Justification Report, prepared by EcoVue Consulting Services Inc., dated October 28, 2024;
  • Scoped Natural Heritage Evaluation, prepared by Oakridge Environmental Ltd., dated August 2024; and,
  • Stage 1 and 2 Archaeological Assessment, prepared by York North Archaeological Services Inc., dated July 27, 2024.

The Right to Appeal 

If a person or public body would otherwise have an ability to appeal the decision of the County of Peterborough to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision. 

If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
