Notice of Complete Application and Public Meeting Concerning Proposed Official Plan Amendment File #15OP-26003
Take notice that the Corporation of the County of Peterborough has received an application for an Official Plan Amendment for certain lands situated in Lots 5 & 6, Concession 2, Smith Ward, Township of Selwyn, and that the County of Peterborough considers it to be a complete application in accordance with Section 22(6.4) of the Planning Act, R.S.O., 1990, as amended. The application has been assigned file number 15OP-26003.
Public Meeting
The Council for the Township of Selwyn will hold a public meeting on Tuesday, July 14th, 2026, at 1:30 pm, at the Council Chambers, Township of Selwyn, 1310 Centre Line, Selwyn, ON to consider the proposed Official Plan Amendment under Section 22 of the Planning Act, R.S.O., 1990, as amended.

A Key Map is below, indicating the location of the lands to which the proposed amendment applies.
Purpose and Effect of the Application
The Official Plan currently designates these lands as “Rural” and permits the existing solar farm use. Given that the future New County Official Plan land use designation, “Agriculture”, does not permit large-scale renewable energy projects, the Official Plan Amendment will have the effect of changing the land use designation to “Site Specific Rural” to recognize the existing solar farm use and allow for its continued use in both the current and future Official Plans.
In support of the application, the following additional materials were submitted:
- Planning Justification Report, prepared by D.M. Wills Associates Limited, dated April 2026; and
- Property and Site Plans, prepared by D.M. Wills Associates Limited, dated March 30, 2026.
The following additional materials were provided as supplemental information and are not being reviewed by the County of Peterborough as part of this application:
- Natural Heritage Constraints Study, prepared by Cambium Inc., dated September 26, 2023;
- Noise Impact Study, prepared by Cambium Inc., dated December 11, 2023; and
- Stage 1 Archaeological Assessment, prepared by Matrix Heritage Inc., dated December 19, 2023.
The Right to Appeal
If a person or public body would otherwise have an ability to appeal the decision of the County of Peterborough to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
