Notice of Complete Application for an Official Plan Amendment
Take notice that the Corporation of the County of Peterborough has received a complete application for an Official Plan Amendment in accordance with Section 22(6.4) of the Planning Act. The application has been assigned file number 15OP-25010.
Location
A key map is attached which indicates the location of the lands which are subject to the application. The lands are located in Lot 19, Concession 19 Harvey Ward, Municipality of Trent Lakes, and are known municipally as 168 County Road 49.
Purpose and Effect of the Application
The purpose of the application is to permit expansion of the Bobcaygeon Settlement Area boundary to include the northerly portion of the site, which is currently described as Rural Area in the County OP. The southerly portion of the site is already within the Bobcaygeon Settlement Area. The proposed amendment would facilitate development of the site with a 58 lot plan of subdivision, including 25 lots in Phase 1 (southerly portion) and 33 lots in Phase 2 (northerly portion). The plan includes blocks for open space, stormwater management and public streets. Access to the site is from Moon Line Road N and one access is proposed from County Road 49.
In support of the application, the following documents were submitted:
- Proposed Draft Plan, prepared by D.G. Biddle & Associates, dated June 26, 2025
- Planning Justification Report – Settlement Area Expansion Request, prepared by Planscape Inc., dated March 2025
Related Applications
The property is currently the subject of a plan of subdivision application submitted to the County (File no. 15T-23001) which originally proposed Phase 1 development only. It has recently been amended to include proposed Phase 2 development as noted above.
Official Plan and Zoning amendment applications have also been submitted to the Municipality of Trent Lakes to amend the Official Plan designation and zoning of the property to permit the proposed development.
The Right to Appeal
If a person or public body would otherwise have an ability to appeal the decision of the County of Peterborough to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed official plan amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough before the proposed official plan is adopted, the person or public body may not be added as a party to the hearing of an appeal before Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
A Public Meeting concerning this application has not yet been scheduled. Such meeting will be scheduled following the completion of the peer review of the supporting documents / studies / plans. A notice will be provided in due course advising the date, time and location of the public meeting.
