ALTO High-Speed Train

What is Alto? 

The Alto highspeed train project is a planned, electrified rail network that aims to connect Toronto, Peterborough, Ottawa, Laval, Montréal, Trois-Rivières, and Québec City along roughly 1,000 km of dedicated track, with trains operating at speeds of up to 300 km/h. Announced by the federal government in February 2025, the project is led by the Crown corporation Alto in partnership with the private consortium Cadence. 

The project is expected to cost C$60–90 billion and be built in phases, with the Ottawa–Montréal segment selected as the first to proceed, potentially beginning construction around 2029. Alto is currently conducting environmental studies and public and Indigenous consultations to determine routing and mitigate community and environmental impacts. 

The exact rail corridor and station locations for Alto have not been confirmed yet, but there will be impacts through the southern areas of Peterborough County. 

The following principles have been developed for consideration by County Council. These will act as a basis for future County engagement with Alto:

  1. Peterborough County will advocate for transparency and accountability from ALTO, ensuring residents, businesses, and townships receive clear and consistent information at every stage of the project. 
  2. Peterborough County will work towards outcomes that reflect the long-term best interests of residents, businesses, and townships, supporting social well-being, economic vitality, and quality of life.
  3. Peterborough County will seek to minimize impacts to connectivity, municipal service delivery, agriculture, significant environmental features, and local employers, while supporting responsible growth.
  4. Peterborough County will advocate for respect, fair treatment, and meaningful recognition of rural voices throughout project development and implementation, reflecting its role as a champion for rural communities.
  5. Peterborough County recognizes that the Alto project presents both significant potential benefits and legitimate challenges for our communities. The County affirms that raising concerns, asking questions, and seeking improvements on behalf of residents does not equate to endorsement or opposition of the project. 

We have heard both the concerns raised and the potential opportunities identified regarding the Alto project. We also recognize that the federal government may proceed with the project with or without municipal support. By adopting these principles, Council is not dismissing engagement or negotiation outright; rather, we are maintaining an open and constructive dialogue to pursue the best possible outcomes for our communities.

Objectives:

  1. Share information regarding engagement with Alto and offer feedback on the direction of discussions.
  2. Gather and analyze information related to the project, including proposed alignments, timelines, municipal impacts, infrastructure requirements, and economic opportunities.
  3. Identify the risks, challenges, and opportunities associated with the high-speed rail project for the region as a whole and for each individual municipality.
  4. Develop policy recommendations and negotiation priorities to guide Peterborough County’s participation with Alto, the federal government, and other stakeholders. 
  5. Ensure transparent and ongoing communication with all Peterborough County municipal Councils and the public.
  6. Prepare a long-term strategic framework to support Peterborough County's decision-making as the project advances. 
  7. Produce a preliminary report outlining the regional position for Council’s review, at a date to be determined by the Warden.
