Off-Road Vehicles (ORV)
The County has completed a review of Off-Road Vehicle (ORV) use on County roads. This review was completed in parallel with the County’s Transportation Master Plan (TMP) Update to help identify opportunities to support safe ORV use.
The County has prepared a by-law to regulate the operation of Off-Road Vehicles (ORVs) on highways and roadways within our jurisdiction. This by-law is reviewed and, if required, updated every 2 years.
The by-law sets out the requirements of roadways for consideration of ORV travel, speed limit, equipment requirements, exhaust system, times of operation, prohibited lands, requirements of ORV operators, travel direction, exemptions and consequences of by-law contravention. Schedule A lists the sections of road where ORVs are permitted.

ORV’s may/may not be permitted to operate on all or some Township roads. See below for more information.

- Township of Otonabee-South Monaghan – The Township of Otonabee-South Monaghan does not prohibit ATV/ORV use on Township roads.

ORV’s are not permitted to operate on roads within:
- Township of Cavan Monaghan – refer to By-law No. 2020-62
