Notice of Application & Public Meeting for Official Plan Amendment, Plan of Subdivision and Zoning By-Law Amendment
Take notice that the Corporation of the County of Peterborough previously provided Notice of Complete Application for an Official Plan Amendment (OPA) in accordance with Section 22(6.4) of the Planning Act. The application has been assigned file number 15OP-19004.
And take notice that the Corporation of the County of Peterborough previously provided Notice of Complete Application for a plan of subdivision in accordance with Section 51(19.4) and 51(17) of the Planning Act. The application has been assigned file number 15T-17001.
And take further notice that the Corporation of the Township of Selwyn previously provided Notice of Complete Application for a Zoning By-Law Amendment (ZBA) in accordance with Section 34(10.4) of the Planning Act. The application has been assigned file number C-09-17.
Public Meeting Information
The County and Township will hold a public meeting as outlined below to consider the proposed OPA and ZBLA under Sections 22 and 34 of the Planning Act. The statutory public meeting will take place:
- Date: Tuesday, September 26, 2023
- Time: 1:30 p.m.
- Location: Council Chambers, Township of Selwyn, 1310 Centre Line, Selwyn, Ontario
Any person may attend the public meeting and/or make written or verbal representation either in support of or in opposition to the proposed Official Plan and Zoning By-Law Amendments.
Participation in the Public Meeting
Any person wishing to make written and/or oral submissions either in support of or in opposition to the proposal is invited to attend in person or to make arrangements to attend the meeting virtually. In order to make arrangements to attend virtually, please contact the Clerk by email at achittick@selwyntownship.ca no later than 4:00 p.m. on the day prior to the scheduled public meeting. You will be given guidance and instructions on how to attend via Zoom. It is the responsibility of those interested in attending to have the technology in place to connect to the hearing.
Location
The subject lands are located in Part of Lot 9, West Side of Communication Road, Smith Ward, Township of Selwyn, known municipally as 2379 Chemong Road. A key map is provided which indicates the location of the subject lands.
Purpose and Effect of the Applications
The proposed Official Plan and Zoning By-Law Amendments are being sought to facilitate a related 22-unit residential Plan of Subdivision application (County file no. 15T-17001).
The Official Plan Amendment proposes to redesignate a portion of the subject lands from ‘Highway Commercial’ to ‘Estate Residential’ and ‘Environmental Constraint’.
The Zoning By-law Amendment proposes to rezone the subject lands from various site specific ‘Rural Residential (RR)’ zones and site specific ‘Highway Commercial (C1)’ zones to the ‘Rural Residential Zone (RR)’, and the ‘Environmental Protection Zone (EP)’.

The Right to Appeal
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed Official Plan Amendment, or to the Township of Selwyn in respect of the proposed Zoning By-Law Amendment, before the approval authorities give or refuse to give approval to the Official Plan Amendment or Zoning By-Law Amendment, the person or public body is not entitled to appeal the decision of the approval authority to the Ontario Land Tribunal.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed Official Plan Amendment or to the Township of Selwyn in respect of the proposed Zoning By-Law Amendment, before the approval authorities make a decision regarding the amendments, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
