Notice of Complete Application and Public Meeting for Official Plan and Zoning By-Law Amendments

The County of Peterborough has received a complete application for an Official Plan Amendment in accordance with Section 22(6.4) of the Planning Act.  The application has been assigned file number 15OP-22013.

The Township of Asphodel-Norwood has received a complete application for a Zoning By-law Amendment (ZBLA) in accordance with Section 34(10.4) of the Planning Act. The application has been assigned file number ZBLA-06-2022.

Location
A key map is attached which indicates the location of the lands which are subject to the application. The lands are located at Part Lot 17, Concession 9 (Norwood Ward) in the Township of Asphodel-Norwood, having the municipal address of 38 Queen Street.

Purpose and Effect of the Application
The proposed Official Plan amendment application would change the Institutional designation on the subject lands to Residential, permitting the conversion of the existing one-storey church building into a residential dwelling. The Institutional (I) zoning on the property would be amended to Residential One (R1) Zone to permit a detached dwelling.

The Corporation of the Township of Asphodel-Norwood will hold a Public Meeting on:

Date:  Tuesday, November 22, 2022
Time:  3:00 p.m.
Location:
  Millennium Room, 88 Alma Street, Norwood ON K0L 2V0 to consider the proposed Official Plan and Zoning By-law Amendments under Sections 17 and 34 of The Planning Act, R.S.O., 1990, as amended.

Any person may attend the public meeting and make written and/or verbal representation either in support of or in opposition to the proposed amendments.  Inquiries and written submissions concerning the applications can be made to the County of Peterborough Planning Department or to the Township of Asphodel-Norwood.  (This will be an in-person council public meeting)

The Right to Appeal
If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed Official Plan Amendment, or to the Township of Asphodel-Norwood in respect of the proposed Zoning By-law Amendment, before the approval authorities give or refuse to give approval to the Official Plan and Zoning By-law Amendments, the person or public body is not entitled to appeal the decision of the approval authority to the Ontario Land Tribunal.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Peterborough in respect of the proposed Official Plan Amendment, or to the Township of Asphodel-Norwood in respect of the proposed Zoning By-law Amendment, before the approval authorities make a decision regarding the amendments, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

This notice is circulated as a requirement of the Planning Act and is intended to provide the public and ministries / agencies with information related to the proposed amendment, in order to solicit public / agency input. This notice does not infer that the application is approved.
